Mopeds and small motorcycles have really caught on in the cities in recent years — often because they are so much easier to manoeuvre through heavy traffic and to park, but more recently in London because they are exempt from congestion charges. They’re well suited to people who don’t have to travel too far to work, shop, or meet friends and family or carry around any large, fragile objects.
A motorcycle or scooter running on petrol produces far fewer greenhouse gases than a car. So an increase in moped and bike use and a corresponding decrease in car use would be good news for the environment.
A number of companies make scooters, small motorcycles, and even electric bicycles. Many of the most robust models are powered by petrol, but, just as with cars, you can find an increasing number of electric mopeds and bikes becoming available.
The greenest option of all is to walk or ride a bicycle and you have all the benefits of the exercise walking and cycling give you.
Paying the Tolls
The government has to get cars off the roads before streets in the UK become gridlocked with vehicles. One way of doing that is to make driving more expensive so that people choose to use public transport instead. To that end all sorts of road-charging schemes have been springing up around the country and a national one is to be introduced soon.
Avoiding the congestion charges
In London, drivers have to pay &8 or S10 to come into the centre of the city on Monday to Friday between 7 a.m. and 6.30 p.m. apart from public holidays. However, drivers of electric and some alternative-fuel cars are exempt.
A few other cities operate similar schemes or are planning similar schemes. If there is one in operation where you live check which types of vehicles are exempt from the charges or can claim discounts.
Pay-as-you-drive schemes in the pipeline
A new pay-as-you-drive scheme is in the pipeline and will be introduced within ten years in England. Cars will be fitted with black boxes that will record how far they drive and drivers will be charged by the mile. They will pay more if they drive at peak travel times.
Transport policy is the responsibility of the Scottish, Welsh, and Northern Ireland parliaments so they will have to make separate decisions on whether or not to implement the scheme.
Taxing times for the gas guzzlers
The Mayor of London has waged war on what he calls gas guzzlers. These are vehicles on the carbon emissions band G — the vehicles that produce the highest carbon emissions such as some Range Rovers, Porsches, and BMWs.
Drivers of band G cars will be charged &25 a day in congestion charges from 2009. People who live inside the congestion charge zone are entitled to a 90 per cent discount on the charges but that will be withdrawn for drivers of band G cars. At the same time cars that have the lowest emissions (in bands A and B) will become exempt from the congestion charges.
